Responsibility for a socially oriented healthcare system—we are happy to take it on. The Federal Medical Service coordinates and promotes cooperation among the medical services in the federal states in the areas of medicine, nursing, and organization, and issues guidelines for the work of the medical services. In addition, it advises the Statutory Health Insurance (GKV) at the federal level on medical and nursing issues in close cooperation with the Medical Services.

In the Strategy and Digitalization division, we consolidate the strategic management and operational implementation of our digital transformation. The Digital Strategy & Data Services department is responsible for key future-oriented topics: data analysis and reporting, nationwide continuing education for the Medical Services, knowledge management, and the further development of our digital infrastructure and data architecture. We are seeking a compelling, strong leader to provide disciplinary and professional guidance to the current team of twelve employees in the Data Analysis/Public Reporting, Nationwide Continuing Education, and Knowledge Management teams as

Head of the Digital Strategy & Data Services Division (m/f/d)

With the planned establishment of a product management team, your area of responsibility will grow to include up to 15 people starting in 2027. Therefore, your key responsibilities will include further developing team structures and providing targeted support for employees—particularly building a senior expert level within the Data Analysis/Public Reporting team—as well as working closely with business unit leadership and the Project Management Office (PMO).

In addition, you will be responsible for the following tasks in particular:

  • Strategic development of strategic reporting and data analysis for the Federal Medical Services (MD Bundes) in close coordination with partners in the medical services sector
  • Responsibility for the quality and further development of data deliveries from the Medical Services
  • Strategic development of nationwide continuing education programs for the Medical Services
  • Development and establishment of a digital continuing education platform (MD Academy)
  • Conceptual integration of continuing education and knowledge management into a coherent offering
  • Leading role within the scope of the MD Bundes’s policy-making authority
  • Establishment of a new product management team: Development of structures, roles, and processes for systematic product management of the MD Bund’s digital offerings
  • Coordination of collaboration with external partners in the operational implementation of digital projects
  • Helping to shape the MD Bund’s digital strategy and representing the department’s interests in system-wide committees

If you have the following profile, you’ll be a great fit for us:

  • A completed academic degree, preferably in health management, computer science, economics, public health, or a comparable field of study,
  • Knowledge of the German healthcare system, particularly the structures of medical services or the statutory health insurance (GKV), is an advantage,
  • Several years of relevant leadership experience in a comparable role, ideally in an organization with complex stakeholder structures (associations, public bodies, healthcare sector),
  • Proven experience in implementing digital strategies or digital transformation projects,
  • Experience in establishing or further developing product management structures at the organizational and technical levels (no software development required),
  • Understanding of data architectures—ideally in the context of data analytics using business intelligence (BI) methods and technologies,
  • Experience managing external IT partners and service providers,
  • A confident, engaging demeanor at the executive and board levels,
  • Strong diplomatic skills: You can initiate and support changes within the system without unnecessarily provoking resistance,
  • An open, agile mindset: You think in terms of possibilities, not limitations, and actively introduce new ways of working into the organization,
  • Willingness to travel for work.

Your benefits:

  • A leadership position with significant responsibility and genuine creative freedom in an organization undergoing transformation,
  • A role focused on building and growing: You will actively shape new structures and lead a growing team,
  • a multidisciplinary and dedicated team in a meaningful environment within the healthcare sector in Berlin or Essen,
  • a permanent employment contract with a leading organization in the German healthcare sector, featuring an excellent work atmosphere characterized by mutual respect,
  • Attractive working conditions based on the collective bargaining agreement for medical services, with a gross annual salary ranging from 107,000 to 125,000 euros, including a full 13th-month salary,
  • an additional company pension plan, capital-forming benefits, a subsidy for the Jobticket, flexible work arrangements within a five-day workweek with 38.5 weekly hours on a full-time basis, as well as the option for remote work,
  • Access to the “Corporate Benefits” portal.

Would you like to work part-time? That’s also possible at the Federal Medical Service.

Applications from people with severe disabilities and those of equivalent status are encouraged.

We look forward to receiving your application!
